New Delhi: Veteran defence infrastructure expert PC Meena has assumed charge as Director General (Personnel) of the Military Engineer Services (MES), under the Ministry of Defence. A 1989-batch Indian Defence Service of Engineers (IDSE) officer, Meena's appointment signals a push for administrative reforms within one of India's largest engineering organisations.
Known for his operational expertise and leadership in major defence construction projects, Meena pledged to bring greater transparency to postings and transfers across MES units. "Officers will be posted based on merit and suitability," he said, adding that timely promotions would be ensured in a conducive work environment.
Meena's career spans critical roles, including Additional DG (Projects) in Chennai and Chief Engineer (Navy) in Mumbai, where he oversaw the construction of a G+62-floor building — the tallest in the government sector. He also served in key postings in Ahmedabad, New Delhi, and Belgaum.
Hailing from Phulwara (Paipet) village in Rajasthan's Sawai Madhopur district, Meena is a civil engineering graduate from Kota Engineering College. He joined MES through the UPSC's prestigious Indian Engineering Services examination.
