Ranchi: Governor Ramesh Bais has expressed concern over the delay in formulation of statutes for promotion of teachers in various universities of the state.
Reviewing the functioning of the higher education department, the governor said that the absence of statutes is hindering the appointments to many important posts in the universities.
It is learnt the state government has finalised the statutes, which is likely to be passed by the cabinet soon.
The governor also asked the officials concerned to ensure four per cent reservation for the physically-challenged persons in appointment of assistant professors. Higher education secretary Rahul Purwar said, under the laws, there is a possibility that benefits are given to only one category of handicapped person. Steps are being taken to remove this defect, he added.
The governor also suggested that in case of non-availability of candidates in one category, the physically challenged aspirants from other categories should be appointed to fill up the vacancies.
He asked the Jharkhand Public Service Commission (JSPC) to carry out special drive for appointment of physically-challenged persons to fill up backlog seats.
Bais directed that period-based contractual teachers should not be appointed in universities in future. The teacher-student ratio should also improve in higher education institutions, he added. The governor also discussed increment in the honorarium of contractual teachers.
He said universities should improve the atmosphere for development of science and general knowledge so that more students get interested in pursuing higher education there.
JPSC chairperson Dr Nilima Kerketta, principal secretary to the governor Dr Nitin Kulkarni and other senior officers were present in the meeting.
