Panaji: State govt has decided to develop and implement an AI-based real-time attendance management system for the directorate of panchayats (DOP) to ensure timely employee availability and improve the efficiency and accountability of staff across various govt departments.This will help in delivering citizen services effectively and maintaining transparency in the system. State govt floated a request for proposal (RFP) to develop and implement the AI-based attendance system.
Goa Electronics Limited (GEL) will onboard the agency to provide govt with the AI-based facial recognition system. GEL will manage the complete project and ensure project initiation, planning, supporting execution, and monitoring.
A senior officer said that the DOP plans to introduce the real-time AI-based attendance system to monitor staff and ensure that they deliver expedited services to citizens. The solution will work on both Android and iOS mobile platforms, along with a web application for managing the system centrally.
The RFP stated that attendance monitoring will ensure that all employees report to work on time according to their designated shifts and locations.
A senior officer said that the AI-based attendance system is part of the country’s broader ‘Digital India’ initiative, which aims to use technology to improve governance. By using facial recognition, the system will make it easier to track attendance.
“Promote last-mile accountability by ensuring the attendance system is tamper-proof, reducing the chances of buddy punching or fraudulent attendance practices,” the RFP stated.
Referring to efficiency in attendance tracking, the RFP said that the new system will replace manual and outdated attendance methods like biometric systems or punch cards with AI-driven facial recognition, providing accurate real-time data.
“The new system will minimise costs by eliminating the need for additional hardware and reducing operational and maintenance expenses related to attendance systems,” the RFP stated.
As for offline functionality, state govt said it will ensure that the system works even in areas with no internet connectivity, providing a reliable solution for remote locations.
Referring to comprehensive reporting and analytics, the RFP said it will provide easy access to attendance data, trends, and reports, enabling better decision-making by department heads.
