Chandigarh: Aiming to make it easier and more convenient for people to approach the Right to Service Commission (RTSC) regarding delays in service delivery by the Chandigarh administration and to streamline access to services, the commission will soon launch a dedicated portal.
"People will be able to access all the services, which fall under the commission's jurisdiction, on the portal. They will be able to register a complaint, check the status of the complaint, and submit the requisite documents online. If, even after the commission's direction, the service is not delivered within the stipulated time, the platform will allow for an auto-appeal (Auto-appeal System – AAS), wherein the delayed service appeal will be automatically generated and submitted to the commission for taking appropriate action against the defaulting official," said a UT official.
From filing a complaint to the appeal process, the entire process will be trackable by the complainant. Along with the commission, the UT chief secretary will be able to monitor the delivery of services through this digital platform.
"The entire process involves end-to-end digitisation of services, wherein all e-services provided by different departments will be brought onto the portal," said the official.
There are a total of 441 services that fall under the commission's jurisdiction. These services from 31 UT departments were notified to be delivered within stipulated time periods. If a service is not delivered within the stipulated time, which varies from service to service, the aggrieved person can approach the commission for service delivery and for imposing a penalty against the official concerned.
The basic objective of RTS is to provide time-bound delivery of services to the people and ultimately improve the efficiency of the departments in public dealings and service delivery.
"Some departments are active in online sharing of data regarding the status of service delivery, pendency, and resolution, but many UT departments are yet to make such information available online. All these services are being integrated onto one digital platform so that a person can know about all the services, and the platform will also help in grievance redressal," said the official.
The UT is also planning to integrate the e-services portal, Service Plus portal, e-Sampark portal, and any other such portals under a 'single unified platform'. In a recent review meeting on the issue, the administration directed the NIC, Chandigarh, to develop a single unified online platform for 'end-to-end digitisation and AAS system'.
So far, the commission struggled with enforcing the Right to Service Act effectively. For a long period, it was headless as the appointment of the commissioner was plagued with controversies. MSID:: 120285621 413 |
